The Carboun Institute is the Middle East and North Africa (MENA) region's first and only independent climate and energy policy think tank. It was established in 2025 as a Dutch foundation (Stichting). the Institute is dedicated to driving change through evidence-based research, policy analysis, and advocacy. Our work centers on accelerating decarbonization and energy transition, enhancing climate resilience and adaptation, and strengthening regional climate diplomacy.


Position Overview

The Carboun Institute seeks a highly organised, proactive, and detail-oriented Operations Manager to support the Institute’s internal operations and growth on part-time basis. This newly created role offers an exciting opportunity to build and oversee the operational foundations of a dynamic and mission-driven organization working at the forefront of climate and energy policy in the MENA region. This is a part-time (2 days per week) remote position with flexible working hours. The number of working days are expected to grow steadily in subsequent years.


Key Initial Responsibilities

  • Oversee the Institute's general operations, administrative processes, and internal systems (e.g, internal documentation, record keeping, and digital filing systems)

  • Support financial administration including budget tracking, expense management, and coordination with our accounting team.

  • Ensure compliance with Dutch foundation (Stichting) regulatory requirements

  • Assist in grant management, track project budgets and support delivery of financial reporting requirements.

  • Support HR functions including developing and implementing internal policies related to HR and remote working, recruitment, onboarding of new team members, maintaining records, and organizing internal team meetings and retreats.

  • Coordinate logistics for events, workshops, and team meetings

  • Manage vendor relationships and procurement processes

  • Support preparation of Board reports, internal policies, and operational handbooks.

  • Assist the Executive Director and program teams with administrative needs


Qualifications

Essential

  • Minimum of 3 years’ experience in operations, administration, HR or finance roles.

  • Strong organisational skills and attention to detail.

  • Experience with bookkeeping and budget management.

  • Excellent written and verbal communication skills.

  • Fluency in English and Arabic

  • Comfortable working independently in a fully remote environment.

  • Commitment to the mission and values of the Carboun Institute.

Desirable

  • Experience working with non-profits, think tanks, or international organisations.

  • Familiarity with Dutch, EU or international financial and HR practices.

  • Experience with relevant work tools (e.g., Microsoft/ Google productivity suites, Notion, QuickBooks, Trello).


Working Arrangements

  • This is a part-time remote position (2 days per week), location flexible with preference for those in MENA / Europe zones.

  • The number of working days are expected to grow steadily in subsequent years.

  • Reporting directly to the Executive Director.
